To add a Flagged Project make sure the Focus tab is displayed by tapping (1).
Add a new Project, Folder or Meeting and set details
Tap the + button (2) to create a new Collection (Project, Folder or Meeting). This will display a popover window where you can immediately set the Collection Category, Status (Traffic Light and Activity) and defaults for items created in this collection.
To add a regular (non-flagged) Collection make sure the Projects tab is displayed by tapping (1).
